i.e. the system breaks down when the people are intrinsically not moral people.

Over the past few generations, the people of western countries -- U.S., Canada, Europe, Australia, NZ -- have departed from their foundations of having universal morals. People like Oprah say: it is your truth that matters, i.e. whatever you say, is correct. This ideology - that there is no intrinsic truth - has implications for bathroom design, and who gets to play in which sports.
