hahahaha I know, if there where a couple of misses earlier on, that could mean 1-2 players actually took 3 pens..... wow....

Quick google says :
Teams cannot send a player to take a second penalty during a shootout until all of their players on the pitch, including the goalkeeper, have taken at least one kick.

Anyway check this out whilst searching spotted this ?
The record for the longest penalty shootout is held by Israel's SC Dimona and Shimshon Tel Aviv who needed 56 kicks to separate the two during the semi-final promotion playoff match in the third-tier.18 Sept 2024

Yep, so I think if you go past 11, you can change your order for the second time around. But then again, I've never had to do a penalty shootout before as the third team.

The other bit that's a pain, is if there's been red cards - as the team with more players will have to essentially send someone off themselves beforehand.
