Unless I've read this wrong, which i probably have, what happens if for example, Avondale, who is already in group c, end up becoming the vic premier, then who goes to group b?

Correct, then it will be up to that club if they want to participate.

I'd say Blacktown and Rockdale will be gunning for that spot. Spirit, not so much.
