I just think that the A-League doesn't make great TV and that if 53,000 hardy souls have tuned in then that's pretty good....

Not as simple as that.
They can only operate within the budget, which would be pretty low. Producing more shows is expensive and completely out of budget.
They already advertise on 10, problem is nobody watches 10, therefore no one notices.
Cross promotion is not as simple as it sounds. It still needs to make sense for the viewers.
That being said, I agree that Paramount/10 probably hasn't been great, however I don't think it's because the broadcaster is bad.

If you go to the UK, apart from self-promotion on Sky and the other streaming and satellite platforms, you will see zero advertising on the FTA channels.

If you are interested in the sport, then you will know when it is on.
