No-one could begrudge Duke after his efforts for the NT over a long period, and it's not his fault he keeps getting picked.People hate on Duke, and I would love someone to supplant him. But whoever it is needs to be able to compensate for the loss of his OOP work elsewhere on the pitch. Despite being a striker, Duke hasn't made it this far in his career because of his goal scoring, it's his defensive work and work rate which are the reason he is a professional footballer at all.

Pressing is probably something that is fairly easily tracked by the coaches, and Popa would be getting data from league matches as well. Given he did initially drop him from last squad maybe there is something to it. But the line about Duke having lost a step has been going on since last world cup (probably even before this), and he has continued to perform at much the same level since then.
