One of the problems that the A League franchise competition has as a tv product in Australia is perception wise it's very much an inferior competition in terms of the sport. And sports fans in Australia don't really rate it or care about it.
The NRL is widely regarded the best Rugby League competition the world. The AFL is regarded as the best in the world in terms of its sport even though it's only played professionally in Australia, So Australian sports fans still see it as the best of the best. The Super Rugby competition is regarded as one of the best Rugby competitions in the world.
So even though these 3 other 'football' codes are completely small time in comparison to football in world terms, Australian sports fans, the majority of which are a little unworldly still regard them as being the best of the best...
The A League franchise competition wouldn't be in the world's top 50 soccer competitions, maybe not in the top 100....
Perception is everything in how people see things.
So it's probably a little unfair to pick holes in the A League franchise competition's non existent TV ratings before considering it's perception as a non event amongst the dinki di Aussie sports fan.....
