I ask myself in government worldwide how it is. A bit like the film Margin Call where they expect 2 analysts to crack in 45min what an expert has been trying to calculate for months and come up with an appropriate strategy.Apparently this bill was over 1000 pages long and being amended up to a day before. It's literally impossible to be across something that big in such a short time but that's not the first time for American legislation like that. It's been going on for decades by both mobs.
To get the main bit through every man jack gets a crack at wedging whatever pork barrelling they want to help push it through.

Of course legislation needs to be deep but the number of exclusions and contradictions that come up in courts later on show additions and omissions happened without anyone knowing. Maybe that's just how government is. Thick and complicated.
