That train of thought is a possibility, Israel currently expanding their settlements into the 'Palestinian territory' in the West Bank, but its one hell of a long game....

These actions by Netanyahu on the West Bank look like a deliberate attempt to permanently obstruct the pathway to a two state solution. The rest of the world, maybe with the exception of the US would be extremely reluctant to allow further expansionism, especially into Gaza. Meanwhile the 2 million Gazans would have to relocate to somewhere else. I doubt the international community will let that happen.
