one thing they really need to do is to make qualifying dramatic, much like it is for the world cup. Maybe one way to do it is to have a massive repocharge system and then 32 in the final tournament

Afc: 2 by acl2 6 by league
Concacaf: 2 by their europa 3 by league
Caf: 2 by their europa and 6 by league
