No way, this is the best draw!

Newcastle would be up for the semi final as they want a trophy. Arsenal will want to win as Spurs are rivals. Liverpool will be playing with a weaker side as they have all carabao cup because they are prioritising UCL and EPL. It could be difficult though because spurs play the first game at home, so the second game Liverpool may come out strong if they are losing
