Was also reading about Team 11. I thought that City had shamelessly stolen Team 11's ideas for the southeast of Melbourne, but it seems Team 11 actually teamed up with City a few years ago. Dandenong council are still very keen to get that stadium built next to the train station. I'd love to know the hold up... I'm guessing the government is ignoring the funding request.

 
I kind of just want 14 aus based teams so we can in theory have as many pathways as the nsl era

Yeah there are a few familiar ideas in there. I found the document in two places. On Ozfootball and the website of the company that did the proposal, it's still there after 20 years!

Top sleuth work mate!! Remember having eyed it somewhere ages and ages ago, but stupidly hadnt kept a copy for reference!
 
Geez I've learnt a lot these past few days 😅 . Anyone heard of the Australasian Premier League? A proposal in 2003 for a new league with second division!

Never heard of this one at the time, nothing. All I(& I suspect most of us left over from those days) knew about was the PFA’s proposed model(which Lowy & O’Neill cherry-picked to form the conceptual basis of the ALM):
